py-pcap-0.6.5

The project hosted at SF seems stalled. I have downloaded the CVS head branch and converted to git and hosted at Gitlab. Somehow it seems that the MASTER branch had Python3 support added but was never released. I have created a new release with some more bugfixes related to FreeBSD and will try to maintain the project.
