Patch to 0.16_2.

Fix the build on FreeBSD >=12 with the patch at https://github.com/jborg/attic/pull/399

Mark the port as DEPRECATED - any existing users should have long since migrated to archivers/py-borg.

Set an EXPIRATION_DATE of about four months to provide encouragement for stragglers.
