This paragraph isn't clear:

>     If the allow file exists, then you must be listed therein in order to be

"If neither of these files exists, then depending on site-dependent configuration parameters" -- which site-dependent parameters are these? This needs to be explained such that it becomes clear what does it depend on.

Additionally, "allow" and "deny" files need to be explained. What are the paths and format?
