Although it is nominally a beta release, .17->.18 incorporates more
than nine months of bug fixes and general work, so we should probably
update.  Apparently the GNU project is unable to provide formal
releases in a timely fashion.

Significant usage changes:
* -I is now an alias for -T for compatibility with Solaris tar
* -j filters through bzip2
