Fix incorrect distinfo

After ports r504601 the distinfo is incorrect so the port fails to fetch.

It looks like the tarball was rerolled, there's a DR in progress.

  Upstream has rerolled the tarball:
   "I discovered that I had made a mistake in
  including files related to the old licenses in the tarball. They were
  in pre-2019/LICENSE-rep,v and pre-2019/RESTRICTIONS,v"
