In https://download.freebsd.org/ftp/doc/handbook/, book.epub has no images; book.pdf does.

If I understand correctly, EPUB® was not a focus area around the time of transition. 

Realistically: I don't foresee anyone spearheading what's necessary to reimplement conversions to EPUB, in the near future. With some reluctance, I'll close this report. Keyword: 

* feature

– and reduction in severity, to the norm for a feature request.
