patch for gdal 3.0.1 Makefile against 2.4.2

According to [1], the functionality for GRASS drivers could be included (as an option). The patch contains the diff for the Makefile. What do you think?

update patch with a more generic grass7 path

I updated the patch from Rainer for grass. I created a symlink of grass-7X to grass7 so it will not necessary to update this port of each update of databases/grass7

graphics/gdal updated to 3.0.3 in bug #243328.

I don't think it works.
databases/grass7 depends on graphics/gdal via LIB_DEPENDS. Adding GRASS option will make a circular dependency.
I'd like to close this PR since the version update is finished.
