Patch to update math/ess from 17.11 to 18.10.2

This patch should update math/ess from version 17.11 to 18.10.2. It skips some versions and contains several improvements, new features and bugfixes[1].

- Update ESS sources
- Move USES before NO_ARCH
- Correct post-patch
- post-install .el files
- Update pkg-plist


Tested on Poudriere (11.3i/a, 12.0a/i, HEADa/i), 'portlint -AC' seems happy.
