This should be resolved in 2019.2.2_1. SVN head as of four days ago has the fix to remove the "PyYAML<5.1" requirement. I can confirm that master/minion will start and communicate with PyYAML 5.1 on Salt 2019.2.2. Once the packaging catches up please confirm and close this ticket. Upgraded via pkg and can confirm that it starts now.
