"Correctness" when it comes to UI/UX is often quite subjective or based on individual preference. In this case, when using the "Reply" link on a comment, which quotes the comment, moves the page focus to the Comment edit box (control), mitigating the issue in most cases, though I understand this does not address your specific use-case, that is: *manually* copy/pasting to quote someones comment" rather than using the default "(In reply to <user> from comment <number>)" text that is automatically added when clicking reply. However, the function in question is also a User Preference: "Position of the Additional Comments box", which can be modified here: https://bugs.freebsd.org/bugzilla/userprefs.cgi?tab=settings This is in addition to the User Preference: "When viewing a bug, show comments in this order", which can also be set according to the preferences of each user. Only the comment number is referenced, and I am not permitted to change it in the Preferences.
