It did not stop working. Pipermail sorting is just weird. We changed archiving for pkg-fallout@ to keep daily archives rather than weekly archives in October 2019. The reason we changed the archiving to daily instead of weekly is that pipermail reads the entire current archive before appending a new message. Towards the end of the week, that causes a lot of memory pressure and slows down archiving and delivery for all other lists. This is still not an ideal solution, but it's the best we can do without keeping local patches against Mailman. See also bug#242641.
