	Note this port requires the port I submitted for IBM's icu
	(PR ports/24649).

	This is a port of Xerces-C from the apache group.  Xerces-C is a
	validating XML parser written in a portable subset of C++. Xerces-C
	makes it easy to give your application the ability to read and
	write XML data. A shared library is provided for parsing,
	generating, manipulating, and validating XML documents. Xerces-C
	is faithful to the XML 1.0 recommendation and associated
	standards (DOM 1.0, SAX 1.0, SAX 2.0, Namespaces, DOM Level
	2). The parser provides high performance, modularity, and
	scalability.

Note that currently we set PREFIX to /usr/local/Xerces-1.3.0

I'd rather not do this, but the installation layout from apache doesn't
match BSD (or GNU) practice.

If we want to tweak to use the default PREFIX, we could put move the
dom, framework, internal, parsers, sax, sax2, util and validators
subdirectories under ${PREFIX}/include, assuming they won't walk on
another port.
