Updates Handbook section 14.4.3 for updating Jails

The FreeBSD Handbook Section 14.4.3 "Keeping Jails Patched and up to Date" does not cover upgrading a jail to a new release of FreeBSD.  Here is a patch that adds how to do that.  Reference the "Upgrading Jails" section of "FreeBSD Mastery: Jails" by Michael W. Lucas, and also https://forums.freebsd.org/threads/jail-binary-upgrade.74898/
