When multiple category/ports references existing an issue Summary field, a 'primary' maintainer cannot be derived, so both maintainers are CC'd.

This was the case for bug 248020 and is expected behaviour

Having said that, we may be able to improve the UX a little:

- Add a comment to this effect when this this is the case
- Add both maintainers to maintainer-feedback ? <maintainer> flags
- Some other $things.
