Add 'shutdown' keyword to /etc/rc.d/zfs

Push for bug #147444.

As of FreeBSD 12.1, this is still open while at the same time having an incredible simple solution and a proposed patch attached (bug #147444, comment #4).

If there is any reason for NOT implementing this single-line change, please let us know.
