- Update to 3.38.0
- Delete devel/pygobject3-common (drop Python2)
- Adjust dependencies
- Switch to the Meson build system

This needs a PORTSCOUT=limitw:1,even but otherwise looks good.

Also needs a USES_PYTHON=flavors, since this port doesn't use distutils.

A version that retains pygobject3-common was committed long ago.
