FWIW, C1-C3 states are still present and one could argue that deep speed throttling provided no additional benefit, (hint.acpi_throttle.0.disabled=1 argument), yet it was nice to have and I grew accustomed to it (idling CPU was 100 MHz yet scaled very responsively under load to full speed).
