CPU is Core2Duo T9900 (Penryn), prior I had 100 MHz available, now it starts with 800 MHz. I have "device acpi" in kernconf, should I add acpi_throttle?

FWIW, C1-C3 states are still present and one could argue that deep speed throttling provided no additional benefit, (hint.acpi_throttle.0.disabled=1 argument), yet it was nice to have and I grew accustomed to it (idling CPU was 100 MHz yet scaled very responsively under load to full speed).

FWIW, 14-STABLE changed increments and scales to dev.cpu.0.freq: 349 with P9700.
