I am at a loss as to how 12.1 can be unsupported when 13 is not yet even released.

According to freebsd.org/releases[1] the currently supported releases are 11.4 and 12.2.

12.1 reached end-of-life in November, 2019.

Yes please check https://www.freebsd.org/security/ for the support information and it's recommended to upgrade to the latest 12.x.
