And we may also want to disable creating new ticket for EoL'd versions like 12.1-RELEASE and 12.1-STABLE.

- The version 13.0-RELEASE of product Base System has been created. 

- Changes to the version 12.1-RELEASE have been saved: Disabled for bugs
    
- Changes to the version 12.1-STABLE have been saved: Disabled for bugs

Can we add this as a release engineering checklist item?
