Patch to 1.17.0

Syncthing 1.17.0 has been released.

Version 1.16 added the ability to send encrypted files on untrusted peers. This functionality doesn't work if the untrusted peer is on an earlier version, as it needs to be aware that it is receiving encrypted files. 

The version of the port in the tree (1.15.1) is too old for this new functionality.

There appears to be no major issues with the port caused by just bumping the port version per the attached patch.
