FAQ [Russian] synced with r54391

Dear colleagues,

   It would be very beneficial for documentation teams to have short guide explaining the steps needed to convert "old" format (SGML) documents into "new world" format (AsciiDoc).

   I personally have faced with this issue when realized that the document I had translated and updated in "old" format needs to be converted to AsciiDoc due to official switching to this format. Unfortunately there is no clear explanation how to do it.

   The PR should be assigned to Sergio Carlavilla (he has suggested to be responsible for this issue in separate discussion).

P.S. The FAQ translated to the Russian language (book.xml synced with the last English SGML version r54391) is in the attachment.
