probably invalid because of the version but the problem persist in 5.10.28, I believe it is because it is compiled --without-python what takes away the possibility to use py plugins which work without the dead gimp-python package Moin! Currently gimp-app have dropped python support due to deprecation of python 2.7. This state is final and cannot be reverted by policy. Please be patient, gimp3 is on the way and will be released soon with full python 3.x support and updated script-fu engine.
