devel/py-mock: Update to 4.0.3

This patch should update devel/py-mock to 4.0.3. As far as I can tell, there's little to do here from a ports perspective besides removing the now unnecessary dependency on py-six (at least according to upstream's setup.cfg changes).

testport: OK (poudriere: 130amd64)
do-test: OK (494 passed in 3.49 seconds)

I've also used the resulting package to run the testsuite of py-matrix-synapse, which works fine.

One minor remark: mock actually depends on pytest<5.4, but I wasn't able to properly encode this in the port. This shouldn't be a problem at the moment but should be kept in mind when we update pytest. :/

Thank you Sascha. Have all consumers been tested/audited to support >4 ? We'll want to do that before crossing a major version boundary, and have a plan for ports that dont currently build/run/support 4.x at present

There is mock-5.0.1 in portstree now.
