Although the kernel seems to find the tape drives, any operation on them
fails with "device not configured".

How-To-Repeat: 
su-2.04# mt rewind
mt: /dev/nsa0: Device not configured
su-2.04# cat /dev/nsa0
cat: /dev/nsa0: Device not configured
