net/rospo: update to 0.9.1

- generate and package shell completion files

Selected upstream changes:

 - improved documentation
 - implemented a tunnel throughput system:
   now you can view stats into the ui
 - removed no more needed pipe concept and related command.
   You can do almost all with the tunnel concept.

Tested with Poudriere on armv7 arm64 FreeBSD 13.
Do not MFH as this is a feature release.

Hi Robert,

Thanks for the patch. However, it has changes for devel/libcircllhist too. Is this intended?

Thank you for noticing.  There must have been some sort of git mishap.  The attached patch fixes these problems.
