<https://download.freebsd.org/ftp/releases/VM-IMAGES/13.1-RELEASE/riscv64/Latest/CHECKSUM.SHA256> is: 

    404 not found

CHECKSUM.SHA512 begins with a listing for: 

    FreeBSD-13.1-RELEASE-riscv-riscv64.qcow2.xz

Now I see, the images are definitely being pulled.

Does the discrepancy (arm64-aarch64 versus riscv-riscv64) help to understand why images were zero bytes?

Well, I have no idea where that misnamed file happend.  But no, this is unrelated to the zero-byte images.

Anyway, I have commented these out.
