I'd like to ask for an exp-run to remove Mk/Uses/pkgconfig.mk and replace it with Mk/Features/pkgconfig.mk.

This change makes pkgconfig available at buildtime as soon as a port defines BUILD_DEPENDS, LIB_DEPENDS or TEST_DEPENDS.
