Patch for ldc

Current version is very outdated and unsupported upstream.
It also depends on end of life devel/llvm70

3 months is a reasonable timeframe for something that essentially hasn't been touched in 2 years

I just had a look at this, it needs bootstrapping etc so you can't just build it as-is and I'm not setup to try that approach.

lang/ldc was updated to 1.30.0
