Patch for evtest

Update to 1.3.5
Use USE_GITLAB to follow Porters Handbook more closely and be consistent with ports tree

Compile tested on 13.1-STABLE (amd64)
Poudriere testport OK 12.3-RELEASE (amd64)
Poudriere testport OK 13.1-RELEASE (i386)

Note: As far as I can tell, there's no need to keep the patch around
