It looks like the python configuration web interface is not functioning.
At least on my PC. 
python3.9 /usr/local/share/fish/tools/web_config/webconfig.py
and nothing happens.
Ie not a page browse to configure.

It does work for me.  But I'm afraid that I don't have much advice to give.  This will be very difficult for me to help you with remotely.  Have you tried debugging it yet?

After recompling from ports the web-interface functions fine.
Issue can be closed.
