	rc(8) talks about /etc/rc.conf.local and /etc/rc.conf but omits
any reference to /etc/defaults/rc.conf. Do we even support /etc/rc.conf.local
anymore?

	syscons(4) talks about rc.conf.local

Fix: 

for syscons(4) change rc.conf.local -> rc.conf
	for rc(8) change rc.conf -> /etc/defaults/rc.conf and change
	rc.conf.local /etc/rc.conf
How-To-Repeat: 	man 8 rc
	man 4 syscons

Can you look at this and maybe update these man pages?  I don't want to step on your toes and document something that you are in the process of changing.
