devel/py-p4python: Relinquish maintainership

I haven't used this port in years.  I meant to relinquish maintainership of all perforce-related ports in bug 270245, but missed this one.

devel/py-p4python: Relinquish maintainership

Oops.  I have my local git configured to use difftastic for interactive use.  I forgot that "git diff" doesn't automatically use "--no-ext-diff" when the output is not a terminal.  Patch corrected.
