I've copied all of the directories (with the exception of /packages)
from ftp.freebsd/org/pub/freebsd/releases/i386/4.3-release to my
local hard drive (#1).  I have another machine (#2) which is networked 
to this local HD (ethernet), but has no other access to the outside 
world. I have WARFTP server set up on #1, and #2 can see #1 and get 
files from the 4.3 release directories just fine.  When installing 
using the 'all files' option and in DEBUG mode, the install stops when
trying to retrieve a file called ports.inf from the /ports directory
I've downloaded. Problem: there IS no such file on the ftp.freebsd.org
site! What the heck is going on?

How-To-Repeat: Try installing 4.3 over an FTP connection with the 'all files' option 
selected.
