After a default install attempting to disable sendmail and sshd, fails
because the /etc/rc.conf options are set to YES instead of NO.

How-To-Repeat: Install 4.3 using defaults. 
When asked if wanting to do additional changes, say yes.
Enter the 'Networking' configuration menu.
Disable sendmail and sshd.
sysinstall sets the options in /etc/rc.conf incorrectly YES, instead
of NO.
