	Taylor UUCP is compiled to not recognize the traditional
	BSD (V2) configuration files. (Even through it _is_
	configured to recognize the non-BSD HoneyDanBer files.)

Fix: 

In /usr/src/gnu/libexec/uucp/common_sources/policy.h,
	change the HAVE_V2_CONFIG define to 1.
How-To-Repeat: 	Watch how /etc/uucp/L.sys is ignored.

Patch looks straightforward and file is not anywhere near vendor branch. 
I'll do a buildworld with HAVE_V2_CONFIG enabeled and if it works I'll 
commit it in a few days.
