Combing this PR with bug #278685, I guess you have incorrect/incomplete MAKE_ENV. There is nothing wrong with this port (shells/bash-completion). I cannot reproduce this error. And this port builds fine on our packaging building cluster.

My bad. The usage of portmaster triggers the failure. That is easily to reproduce, 14-STABLE, 15-CURRENT.
