This is an EN for bug #275594.

EN template mostly filled attached.

Fix is already in stable/13, and has to be applied to releng/13.3.  I suspect that it also has to be applied to releng/13.2?

Isn't it best done by re@, since it is mostly about the date and the attributed number for the EN?  For -p1, I see:

20240327:
        13.3-RELEASE-p1 EN-24:06.wireguard
                        EN-24:07.clang

        Fix insufficient barriers in WireGuard if_wg(4) [EN-24:06.wireguard]

        Fix clang crash when certain optimization is enabled [EN-24:07.clang]

For the single sentence describing the EN, then just prepending "Fix" to the title of this bug is enough:
"Fix high CPU usage by kernel threads related to ZFS"

Is that OK, or do you need more info?

This EN was issued as part of the investigation for bug 275594.  It is a backport of EN-23:18.openzfs to releng/13.3 (via stable/13), so essentially the same fix as that made for bug 274698.  For more information on the chronology, see the latter bug.
