if you mount the install CD, and then enter the Packages item in
/stand/sysinstall you get a warning that the CD probably isn't an
install CD, and whether to continue anyway. if you choose "yes",
another msgbox pops up saying that it could not locate INDEX.

How-To-Repeat: # mount /cdrom
# /stand/sysinstall
(select "Packages")
