Upon installing the bin and manpages distribution sets, the install process halted because MAKEDEV returned a non-zero status.

I am doing a floppy install from a DOS partition.

How-To-Repeat: use a floppy install, and install the bin and manpages distribution sets from a DOS partition.

You wouldn't happen to remember what error messages, if any, MAKEDEV 
printed on the debugging console (Alt+F2)?  I'm afraid there's not much 
we can do without that information.
