- CONFIGURE_ARGS= -> CONFIGURE_ARGS+=
- support NOPORTDOCS
- add missing manpage
- better follow mtree(8)
- add missing files to pkg-plist
- remove files/patch-aa
- add files/patch-doc::Makefile.in

Fix: [ cvs rm files/patch-aa, cvs add files/patch-doc::Makefile.in ]

Committed with little changes: locale dirs are handled by mtree, 
PLIST does not need to handle them. Thanks!
