I have noticed this when I used ping.
The exact message was "ping: sendto: Network is down".
The I looked on sento() manpage to read the detailed description,
however there was no ENETDOWN mentioned (or explained :-).

Fix: 

Extend the manpage for sendto() with description and implications of ENETDOWN.
How-To-Repeat: Look at sendto() manpage.
