How-To-Repeat: 
Under handbook/cutting-edge, the upgrading section refers to a cvsupit
package that is broken.  Change the link to a working cvsupit.  Also
change the language to show that cvsupit helps customize the supfile
and cvsup behavior.

While I'm here, delete the information about "grabbing on-the-fly
tarballs."  ftp.freebsd.org no longer has this functionality.

Your changes have been made in r1.96 and r1.97 of chapter.sgml.  I 
decided not to remove the section about tar/gz FTP server support 
entirely -- just to mention that some of our FTP mirrors MAY support 
this functionality.  Thanks for the submission.
