There is changes according  of the Cabinet of Ministers of the Rep. of
Latvia from 2001. January, 9 Nr 18.  The 2000 year was only one without summer time in Latvia. Since 2001
summer time. Now, summer time applayed again by Europe rules for second
time zone.

Fix: $ diff -c /usr/src/share/zoneinfo/europe europe

Please check whether the information for Latvia in
<ftp://elsie.nci.nih.gov/pub/tzdata2001d.tar.gz> is correct.  If it
is, let us know; if not, please make your request to the maintainers
of the timezone database at <tz@elsie.nci.nih.gov>.
