Spanish people always we have to setup the keyboard after the instalation.
I think it would be great if we wouldnt have to do it.

How-To-Repeat: Installing FreeBSD in a host with Spanish Keyboard and setting up the spanish one during the instalation with its own font. After that, trying to input spanish characters in the console.

Could you verify that this still happens with recent releases?  It looks
like sysinstall should be setting the correct value in rc.conf, but I'm
not sure.
