update ftpcopy port from 0.4.6 to 0.4.8, also minor fixes to package
blurb files.

* ftpcopy now compiles on Apples OS X.

0.4.7 January 2002

* implemented --rate-limit option for ftpcopy.
* fixed a bug in ftpls recursive mode causing it to chop the first character
  of the directory name.
