How-To-Repeat: 1. log onto ttyv0 as normal user
2. startx
3. log onto ttyv1 as root
4. shutdown now
5. system is hung

I cannot reproduce this on either -stable or -current, so there is almost 
certainly something specific to your system going on here.  In addition, 
without more information in the PR, it's going to be effectively impossible 
to identify whether this is a ports, packages, src or local issue.
