The file is missing a man page.

In the mean time, it's missing a comment saying which programs use the
file and it's missing a reference to documentation.

This information would at least give users a clue what the file is for
and whether they need to worry about it's contents.  It might prevent
some traffic on -questions too.

Fix: 

(The file comes with a standard 4.5-RELEASE, but I have no idea what
it's for other than a guess of "new SMB".)

-- Add a comment saying which programs read the file.
-- Add a comment regarding documentation and/or man page.
-- Add a section-5 man page.
