This patch updates the ICI port to use version 3.0.1, a bug fix
release (done quite a while ago), and uses the more recent ports
procedures as spec'd in the ports handbook - INSTALL_MAN for docs
and PORTDOCS lines in plist.

BTW, please do not change the "Date created".  Updating a file does not 
change when the file was created.  Also please wrap at 80 colunms, not what 
ever >80 that you used.
