Update of mail/mutt-devel to version 1.3.99. The mutt developer Thomas Roessler

So this should probably become mail/mutt soon, as this code-base is regarded
much more stable than the current mail/mutt version 1.2.5.1. Also further
mutt development is already going on, version 1.5.1 has recently been released.
