The 'libraries' target of /usr/src/Makefile is not discussed in the
'Using make world' section of the Handbook, even tough that step is
sometimes needed when building the world.

When is it needed?  buildworld should DTRT.

Closed, mainly due to: 

Lack of reply from submitter 
Makefile seems to describe all the options for 'special building cases' 
'make libraries' is not a requirement as make world/buildworld does this
